DDA’s bold mixed-use auction plan

The DDA has put up for auction a 10.43-acre land parcel in Dwarka Sector 22, signalling a significant shift in its land-disposal strategy. This plot is to be developed as a mixed-use complex. It is combining a high-end retail mall, corporate office spaces, and luxury residential units. It marks the first time the authority will allow all three uses together in one integrated development.

The land is being offered on a 55-year license/licence-rights basis, under which the successful bidder/developer must design, finance, build, operate, and maintain the development before handing. It back to DDA at the end of the period.

Development blueprint & regulatory conditions

As per the bid document, the plot is strategically located opposite Dwarka Sector 21 metro station. With multiple arterial roads abutting it close to major transport infrastructure including expressway and UER and within 5 km of the IGI Airport.

The development will follow a mixed-use floor-space allocation at least 50% of floor area ratio (FAR) must be used for commercial purposes (mall + offices), about 30% for luxury residential units (service apartments / premium homes). While at least 10% of FAR must be set aside for public-utility uses such as medical facilities, training centers, etc. vertical development and city master-plan directives.

Worth noting: DDA’s corrigendum to the RFP stipulates that the developer will also have to provide good-quality EWS (Economically Weaker Section) housing over and above the maximum permissible residential FAR — a nod to inclusive housing norms under the transit-oriented development (TOD) policy.

Significance — what this means for Dwarka & Delhi

With this auction, DDA appears to be diversifying from traditional land disposal, aiming to catalyze the development of modern, mixed-use hubs inside Delhi rather than just selling plots. This approach could significantly expand the city’s commercial footprint while bringing jobs and upscale housing closer to existing residential pockets.

For Dwarka, this could mark a transformation — from predominantly residential or institution-oriented sectors to a well-rounded urban node combining retail, corporate offices, luxury homes, and public amenities. The proximity to major transit infrastructure, metro lines, expressways, and airports enhances its appeal to developers and future occupants alike. The requirement for EWS housing ensures that development is not limited to luxury/custom-built units — potentially offering more affordable housing options as part of the package in line with inclusive urban planning.

Outlook

The e-auction is expected to be held within the month (December 2025), with DDA hopeful of strong interest from reputed developers. If successful and executed well this integrated project could become a benchmark for future mixed-use developments in Delhi. The blending retail, workspaces and premium living in a transit-oriented model.
